Russian President Vladimir Putin has signed a decree recalling reservists to safeguard vital installations across the country, citing the need to strengthen domestic security amid rising threats.
The mobilisation order directs citizens in the reserve to attend special training camps beginning in 2026. The initiative is aimed at preparing units to protect critical infrastructure including energy facilities, transport networks, and communication hubs.
Officials stated that the Russian government will determine the list of facilities requiring enhanced protection, while the Defence Ministry will oversee the deployment and training of reservists.
The move follows recent Ukrainian drone strikes, including one reported near Putin’s Valdai residence, which highlighted vulnerabilities in Russia’s security framework. Authorities warned that continued attacks could disrupt essential services such as energy supply and mobile communications.
Analysts noted that recalling reservists reflects Moscow’s broader strategy to reinforce internal defence measures while continuing military operations abroad. The decision underscores the government’s emphasis on safeguarding infrastructure critical to national stability.
The decree has raised concerns about potential escalation in the ongoing conflict, as well as the economic and social impact of expanded military mobilisation. However, officials emphasised that the measure is necessary to ensure the protection of citizens and national assets.
