The Himachal Pradesh Public Works Department (PWD) has brought together five decades’ worth of acts, rules, and infrastructure guidelines into a single comprehensive compendium, Chief Minister Sukhvinder Singh Sukhu announced on Sunday.
The initiative is designed to give citizens and stakeholders easy, single-window access to information related to the department’s functioning, thereby eliminating the need to approach multiple government offices for official documents and references.
In a statement, Sukhu said the consolidated document would serve as an important resource for both government departments and private contractors. It is expected to strengthen transparency, accountability, and procedural compliance across all PWD operations.
The compendium covers every branch of the department — including civil, electrical, mechanical, and architectural wings — and also outlines the financial and administrative frameworks that guide public works in the state.
Highlighting the significance of the project, the Chief Minister said an updated and digitised record of rules and procedures had become essential in the era of e-governance. “Codifying all relevant acts and guidelines ensures clarity in implementation and helps align departmental practices with modern standards of efficiency,” Sukhu said.
Public Works Minister Vikramaditya Singh added that the compilation includes all major rules and norms related to road construction, infrastructure safety, and development works. He said the step reflects the government’s focus on providing citizens with safe, sustainable, and well-regulated transport infrastructure.
PWD Secretary Abhishek Jain said the compendium would also assist departmental officers in their day-to-day functioning. “By having a single reference point for all acts, rules, and operational guidelines, officials will be better equipped to execute projects and public service schemes effectively,” he noted.
