The Government of India has notified draft rules for all four labour codes, marking a significant step towards the modernization of the country’s labour law framework. The draft rules cover the Code on Wages, the Industrial Relations Code, the Code on Social Security, and the Occupational Safety, Health and Working Conditions Code.
Officials said the draft rules aim to simplify and consolidate 29 existing central labour laws into four comprehensive codes. The initiative is designed to improve wage structures, enhance workplace safety, and expand social security coverage, including provisions for gig and platform workers.
The draft rules provide clarity on the definition of wages, calculation methods, and entitlements such as gratuity, provident fund, and bonus. They also outline standard working hours, appointment letters for youth, equal pay for women, and stronger safety provisions across industries.
Stakeholders have been invited to submit objections and suggestions within 30 to 45 days of notification. The Ministry emphasized that the consultation process will ensure transparency and inclusivity before the final rules are implemented.
The Government has set a target to operationalize the four labour codes by April 2026, subject to completion of the consultation process and alignment with state-level rules. Officials said the reforms will balance worker welfare with employer clarity, creating a more efficient and equitable labour ecosystem.
