Biometric Aadhaar Authentication (BAA) will be mandatory for domestic LPG consumers seeking subsidised refills at the regulated Retail Selling Price (RSP) from October 1, 2026, the Ministry of Petroleum and Natural Gas said on September 19. The measure is aimed at ensuring that subsidised LPG benefits reach genuine and eligible households while strengthening transparency in subsidy delivery.
Under the new requirement, consumers who have not completed Biometric Aadhaar Authentication will need to complete the process before they can book LPG refills at the regulated price with applicable subsidy. Consumers who have already completed the authentication will not need to take any further action and can continue booking refills as usual.
The Ministry said the authentication process will help link each LPG connection with an Aadhaar-authenticated consumer. According to the government, this is intended to prevent diversion of subsidised domestic LPG cylinders for commercial and industrial use, identify duplicate or ineligible connections and make subsidy distribution more targeted.
As of September 19, 2026, around 27.43 crore active domestic LPG consumers had already completed Biometric Aadhaar Authentication. This represents approximately 89.9 per cent of the active domestic LPG consumer base, according to the Ministry of Petroleum and Natural Gas.
Consumers who still need to complete the authentication can do so through several channels. The process can be completed during LPG refill delivery, at the LPG distributor’s showroom or through the mobile applications of the three public-sector oil marketing companies.
Customers of Indane can use the IndianOil ONE application, Bharatgas customers can use the HelloBPCL application, while HP Gas consumers can use the HP PAY application to complete authentication. These options allow eligible consumers to complete the process without necessarily visiting a distributor’s office.
The government has also clarified that the new requirement is not intended to prevent genuine households from obtaining LPG. Consumers who are unwilling or unable to complete Biometric Aadhaar Authentication will still be able to receive LPG, but they will not receive the applicable subsidy and will have to pay the prevailing market price.
Such consumers can register their choice through the digital channels provided by their respective oil marketing company, including the consumer web portal, mobile application, WhatsApp chatbot or Interactive Voice Response System (IVRS). According to the Ministry, LPG can then be supplied at the applicable market price in 5 kg or 10 kg cylinders, subject to local availability.
The Ministry has urged consumers who have not yet completed the authentication to do so before October 1 to ensure that they can continue accessing subsidised LPG refills at the regulated price. The government has been conducting awareness and authentication campaigns through distributors, delivery personnel, digital platforms and other communication channels.
The move is part of the government’s broader efforts to strengthen the LPG distribution system, improve beneficiary verification and ensure that targeted subsidy benefits are delivered to eligible consumers. Aadhaar-based authentication and verification have previously been used under LPG subsidy and the Pradhan Mantri Ujjwala Yojana framework to improve identification and reduce duplicate or ineligible connections.
