The National Investigation Agency (NIA) has named Lashkar-e-Taiba founder Hafiz Saeed in its supplementary chargesheet filed in the April 2025 Pahalgam terror attack case. The attack had claimed the lives of several security personnel and civilians, shaking the region’s fragile peace. Saeed, already designated a global terrorist by the UN and India, has now been formally linked to the conspiracy behind the assault.
The supplementary chargesheet, filed before a special NIA court, details Saeed’s role in directing and financing the attack through Lashkar operatives. It also names other accused individuals, including Pakistan-based handlers and local overground workers, who allegedly facilitated logistics and communication for the attackers. The NIA has invoked provisions under the Unlawful Activities (Prevention) Act (UAPA) and relevant sections of the Indian Penal Code.
Investigators have highlighted evidence of cross-border funding channels and encrypted communication used to plan the strike. The chargesheet strengthens India’s case against Pakistan-based terror masterminds, underscoring the transnational nature of the conspiracy. The NIA has also attached properties of certain accused in Jammu & Kashmir as part of its crackdown.
This development comes amid India’s continued diplomatic push to hold Pakistan accountable for sheltering terror leaders. Hafiz Saeed, who was previously convicted in Pakistan on terror-financing charges, remains a central figure in India’s terror dossiers. The inclusion of his name in the Pahalgam case adds weight to India’s demand for global action against state-sponsored terrorism.
