SRINAGAR, October 31 — The Government of Jammu and Kashmir has promoted two Superintending Engineers from the Jal Shakti Department to the positions of In-charge Chief Engineers.
According to an official order issued by Shaleen Kabra, Additional Chief Secretary of the Jal Shakti Department, Vijay Singh Manhas has been appointed as Director Technical at the Jammu and Kashmir Economic Reconstruction Agency (JKERA), while Rajeev Gupta has been posted as Chief Engineer at the Jammu and Kashmir Power Development Corporation (JKPDC).
These appointments are part of a broader reform initiative launched by Jal Shakti Minister Javed Ahmed Rana shortly after assuming office. The Minister has taken proactive steps to address the long-standing issue of vacancies in senior positions within the department.
To strengthen leadership and improve efficiency, the Ministry conducted a comprehensive review of internal structures. This led to a proposal for relaxing promotion rules, which was approved by the Council of Ministers under the leadership of Chief Minister Omar Abdullah.
As a result, all pending promotional vacancies within the department were filled within a span of 10 months, marking a significant step toward enhancing administrative effectiveness and accountability.
The promotion process has now been streamlined to ensure timely and merit-based career advancement for engineers and officers. The department expressed confidence that the appointments of Manhas and Gupta will bring renewed energy, professionalism, and improved project execution to their respective roles.
